SPEECH OF PRESIDENT RODRIGO ROA DUTERTE DURING THE RECOGNITION OF THE
2019 SOUTHEAST ASIAN GAMES MEDALISTS
[Delivered at the Rizal Hall, Malacañan Palace, Manila | 18 December 2019]
Kindly sit down. Salamat.
I’d like to acknowledge the presence of Alan Peter Cayetano --- he’s with us --- and the honorable members of the House of Representatives; Executive Secretary Salvador Medialdea; Senator Bong Go; Senator Juan Miguel Zubiri, yes sir; Senator Francis Tolentino; Senator
Ronald dela Rosa; members Senate Committee on Sports; officials of the Philippine Sports Commission led by Mr. William Ramirez; our proud athletes and coaches of the 30th Southeast Asian Games; other invited guests; ladies and gentlemen.
Before I… Well, this would… Because medyo mahaba tayo kanina eh. [laughter] Itong isang paa ko laylay na. [laughter and applause]
Kakasemplang ko lang sa motor. But you know sa harap ng mga athletes na grit and ano, walang sakit-sakit. [applause] Akala ko talaga kanina mahimatay na ako. P****** i**. [laughter]
You know before I begin to read my speech, I’d like to just greet everybody --- thank you everybody sa lahat ng --- any Filipino connected in the success story of the Asian Games.
And we thank God. It was really a windfall. Alam mo noong unang panahon sa England, lahat ng mga kahoy, lahat ng --- ang may-ari ang mga earl, mga duke. Walang ang mga tao doon --- wala silang makuhang pati pang-firewood nila during the winter. But sometimes may thunderstorm, ang mga kahoy nababali, nag-collapse then para sa --- in the usual practice was para sa tao na ‘yon. So they call it a windfall. Papasalamat ‘yung mga slaves noon na merong windfall. Malakas na hangin at maraming kahoy naputol. Dito sa atin, it was a windfall for the Philippines. And you know for the first time I was really proud iyang medyo… [applause]
Noon sa amin athlete kami wala mang manalo maski… Hindi nga ako naka-bronze maski tansan wala. [laughter] Tansan ng Coke, wala.
I am deeply honored to be in the presence of our athletes who have emerged victorious in the recently concluded 30th Southeast Asian Games held in our country.
Your triumph showcases the athleticism and sporting prowess of our people to our neighbors in Southeast Asia. Alam mo malaking bagay ito sa akin. Whenever we meet in the ASEAN, taas noo ako kasi… [applause] Sabihin ko, ano ba ‘yang mga athletes ninyo mahina man. [laughter] The blood, sweat… Ako pa naman mayabang, suplado. The blood, sweat and tears that you have shed to earn this prestigious recognition is truly inspiring.
I am really very happy to no end. Gusto kong sumigaw palagi sa bahay, dito pati sa Davao.
Nagtataka ‘yung mga --- ba’t ito sumisigaw? Siguro naloko na sa trabaho niya diyan sa Malacañan. [laughter]
Mahirap talaga. Ako, tanungin niyo ako, someday you’d become politicians? Gusto ninyong magtakbo ng Presidente? Huwag. Huwag. Huwag, huwag talaga. Wala kang… Basta ako huwag --- wala kayong…
Unless you want to steal and get rich and become overnight billionaire. But if it is only your patriotism, well, just like me, ang nagpa-iwan sa akin is my love for country. That’s why I am very strict about drugs, corruption and everything. [applause]
Pag-usapan na lang natin itong droga. [Gutom na ba kayo? Magkasya ‘yan pagkain natin diyan? Marami?] [laughter] Kay ang mga Cabinet member lang bale tig-dadalawang tao ito. [laughter] Ewan ko ang appetite ng atleta. Tignan mo si ES. [laughter]
Iyong the only reason why I am very almost brutal and cruel in my --- well in so many ways --- is because I love this country. I love all of you. [applause]
I want your generation when you become the fathers and mothers...
Alam mo kung magkaroon kayo ng problema kagaya ngayon, ay anak ng… That’s why I am trying my very best na ubusin kong patayin itong mga p****** i**** ‘to. [laughter and applause]
Nakikinig man buong bayan pero totoo talaga ‘yan. Do not destroy my country. Do not destroy the youth of the land. Iyon ‘yung pag-asa namin. Ngayon kung p** --- magsige kayo sabwag diyan, sabwag is to ‘yung nagtatapon. Eh paano --- saan kami magkuha ng ganito ngayon?
Mabuti’t may marami pa ngayong… Baka balang-araw ni isang event wala na tayong mapanalunan. Ang swimming siguro natin baka malumos pa papunta doon sa finish line. [laughter]
You know I am telling the drug lords, both aliens, foreigners and Filipinos: Do not do it because I will really kill you. [applause] Papatayin talaga kita.
Eh ‘yang human rights hindi nila naintindihan ang papel nila sa… For every dead carcass there na kriminal, tingnan mo naman kung ilan ang nasira na buhay niya. You know makinig na lang kayo tutal ano lang --- tutal nandiyan naman naghihintay naman… [laughter]
You know ‘pag ang tatay bumagsak, the entire family collapses. Hindi lang isa itong human rights --- kayong mga gunggong kayo makinig p****** i** ninyo. [laughter] Makinig kayo.
Itong mga --- they are criminals, may kasalanan na, then you grieve for their blood. Hindi mo naman tinitignan na itong mga ‘to ‘pag bumagsak ang tatay, wala ng pagkain, wala ng eskwela. At itong nanay maglayas na ‘to kasi hindi na siya maka-communicate --- communicate with the husband. So communication is broken down.
So itong mga anak sometimes ‘yung iba will go to prostitution maski bata pa. Iyong iba maging adik na rin, maging distributor. It compounds the problem and it progresses --- parang progression ng Algebra ‘yan kung hindi ka… Ah puro bobo ‘tong mga puti na ito.
You don’t know what progression is. And that’s a problem. That is why in the United States and all over the world, it is the progression of the contamination.
Kaya mabuti pa itong kriminal, patayin mo ‘di tapos na. Mga g*** kayo tapos ako pa ang kulungin ninyo. Buang. [laughter and applause] Nagta-trabaho na nga ako dito na --- tapos ako pa ang ikulong ninyo. Buti itapon ko kayo diyan sa Pasig. [laughter]
Because you do not use your --- just your common sense. It does not call for anything.
It simply requires you to think and think hard. Pagka wala na ‘yan ang asawa kung saan… The easiest way is to go to a --- maraming recruitment. Isa pa ‘yan. Bantay kayo. ‘Yang recruitment… Pagka hindi… Isali ko kayo diyan sa durugista.
You’re destroying the country, sending Filipinas na walang papel. Alam mo when they go to the Middle East, they are transported from one place to another and they end up in the slave markets of Africa.
Kaya marami na Pilipina napakasakit isipin na hindi na makauwi at hindi na ninyo narinig kailanman. Mga…
Kaya ‘yan ang produkto ng… And you know nakikita mo ‘yung mga Pilipina doon, for those who are not really protected, tumatalon na lang sa bintana. Basta na lang tumatakbo sa bintana. Why? Because there are some tribes in the Middle East na ‘pag ikaw ay slave o bayad ka, you work for them. Rape is part of the territory. Naintindihan ninyo?
Alam ko ‘yan kasi pumunta ako doon. May tatlong taga-Davao na kinuha ko kasi nagbibigay ng rosaryo. I have nothing against Islam. My mother is a Maranao, a mestiza Maranao. Pero alam mo, you do that today… Hayaan lang tutal ako, ang ako --- bunganga, hanggang bunganga man lang ako. Wala man namatay niyang p***** i** maski…
Sabihin, “P****** i** mo patayin kita.” O hanggang diyan lang man ‘yan. Pero minsan… [laughter] Eh sinabi na sa inyong huwag eh. Huwag is huwag.
My province --- kayong mga taga-Davao, kita naman ninyo, we’re well-off. We are progressing.
It’s clean. It’s modern. Although its traffic is horrible. It’s because we… When I was a mayor, ‘pag huwag, huwag. Ang mahirap rito eh.
So that’s why we have to seek sanctuary in the many human activities, sports. Kaya sabi ko mabuti’t na lang… Well, we can --- we can… Ako, I’ll try to --- to talk things over with Congress. ‘Yung allowance ninyo. Dapat ‘yung pagkain libre na. ‘Yung allowance ninyo, allowance na ninyo ‘yan. You do not have to share with your… [applause]
Siguro isang atleta mag-training, magkano ang allowance? Mga 250,000 a month. Okay na siguro ‘yan? [cheers and applause]
P***, holdapin ko pa ‘yang sarili nating bangko. [laughter] Well, anyway ganito ‘yan. We will try to raise the money. I heard --- Alan says that you have --- we’re giving one million? One hundred --- one hundred million? For the Olympic? Ma’am, pwede tayong magdagdag? One…? [cheers and applause]
The lady here, she’s a very good lawyer. She used to be the immigration officer. She’s Andrea Domingo. [applause]
Mahiyain. Kaya nag-commit na siya, although hindi kaagad. Pwede --- pwede mo bang i-spread
‘yan as the training…?
So I have another 100 million para… [applause] But ‘yan lang, I’m very strict about money and I am very strict about money and kailangan talaga --- must be accounted up to the last centavo.
Walang pera, walang… Wala akong ibigay ‘yang pera. Hindi man atin ‘yan eh. Hindi akin ‘yan. So ibigay ko ‘yan. And for the good and the interest of the --- our country. Kay --- pero ‘yang droga huwag kayong…
‘Yang corruption ako na ang bahala. Hindi ko talaga ano. No corruption. I’ve been mayor for [applause] --- I’ve been mayor for 23 years. I was elected in 1988. I never lost an election, hanggang diretso-diretso na ako. Kaya ako istrikto talaga. Meron akong… I have faults, plenty. But ‘yan, hindi ‘yang p***** i**** pera. Mga… [sings] [laughter]
Ganon lang ‘yan. Pero hindi kayo kasali. Mga bata man kayo. ‘Yung… So that’s it. Trying to balance a --- para… [applause]
Through our distinct brand of Filipino resilience and determination to succeed, the diligence of our organizing committee officials and partners, technical teams and our athletes, we have ensured that we would host the SEA Games with aplomb.
With 149 golds, 117 silvers and 121 bronzes for a total of 387 medals, the Philippines emerged as the overall champion of the Games, our best since we last… [applause]
Alam mo ang Pinoy, sabihin suportahan mo lang talaga ‘yan, totoo ‘yan. Even our soldiers, even our policemen. Eh dito lang naman sa Maynila ‘yung mga loko-loko. But in the provinces, except for mga cosmopolitan. Pero hindi ko talaga ‘yan sila papalusutin. Nangbubugbog talaga ako ng tao lalo na kung pulis. Nangbubugbog talaga ako ng tao.
I thus take this opportunity to congratulate everyone who played an integral part in its success.
This outcome serves as a testament to the great things we can achieve when we work together.
To our athletes, know that the prizes you will receive for your victories --- by the way it’s about how many? Ilang million na, Bong? Sa lahat. Well, except for the major tournament --- it’s 71 million for all of you. [applause]
Expression of the government’s full support for your continued growth and development. It also represents the overwhelming joy of a grateful nation.
I am hopeful that this milestone lights the torch for our nation’s renaissance in athletic glory. I thus encourage everyone present to continue supporting our Filipino athletes who embody excellence, superiority and teamwork.
Kaya kung may maglapit-lapit diyan, ‘yung mga droga, patayin na lang ninyo ‘yan. Huwag ‘yung sa maraming tao, ‘yung sikreto lang. [laughter and applause] I-ganun mo lang ‘yan, tapos lakad ka. [laughter]
May our youth continue to see sports as a viable avenue for the formation of values, resilience and fortitude.
Ano naman, ako I do not pretend to be the most righteous person. We all have feet of clay. Tao lang tayo eh. Pero ako may kag****** ako sarili ko. Girls, ganon. But… May --- eh dalawa ang asawa ko eh. Paano… Kayo pwede kayo tatlo [laughter] panahon ninyo.
Look, this is what it means. May our youth continue to see sports as a viable avenue for the formation of your values. Do not ever think that we are into it that it is also right for you to do it. Kalokohan ‘yan.
Together, let us maximize and harness our individual capacities as we actively contribute to the building a stronger and prosperous society for the benefit…
Alam mo gusto kong tapusin ‘to. Gusto kong tapusin itong NPA insurgency. Gusto kong tapusin na. Well, of course in Mindanao, okay na ang Central Mindanao except for the ‘yung mga tawag nating bandits. In the old times, they were called brigands. ‘Yung walang magawa, ayaw magtrabaho, and they want money in their hands without even a sweat of their brow. Ito ‘yung mga g*** na gusto lang magkapera. Or the easy money ‘yung drugs, which is really a more dangerous thing for you to do.
Ako sabihin ko sa inyo, pagka pumasok kayo diyan, habang ako ang maging Presidente, delikado talaga ‘yan. Stay out of it. It is the most dangerous activity that you can really mess up with. Mamamatay ka diyan. So luma --- maglayo. Sa sports na lang.
Maghanap na lang ako ng pera, mag-training kayo. I don’t mind if you don’t sleep 24 hours. [laughter] Basta just stay clean. At saka ‘yung mga ano doon, sabihin mo na do not mess up with you because I’m going to protect you. Huwag kayong matakot. [applause]
If somebody, mga durugista, mga… ‘Yung mga bugoy-bugoy. Alam mo ‘yang mga ganon eh. ‘Yang… In any kanto may mag-istambay diyan mag-inom. You can always report that to the police. I don’t want any bodies loitering in the corner sa… You know, people tend to cross the other across kasi maiwasan lang ‘yang tatambay diyan. I do not want it.
And the police is listening now. Paalisin mo ‘yan sila. Patulugin mo ng maaga. Kung ayaw mong matulog ng maaga, eh ‘di gusto mo permanenteng tulog. [laughter] Ilagay mo sa drum. Eh sinabi na ngang huwag eh. ‘Pag sinabing huwag, huwag. Isang salita lang.
Together, let us maximize and harness our individual capacities as we actively contribute to building a stronger and prosperous society for the benefit of the future generations of Filipinos.
We try to protect you. When your time comes, kung sino man ang maging presidente sa inyo, ma-mayor, do not allow this. You know, do not even --- do not ever, ever think na ikaw lang ang pwedeng magloko kasi you have the evil mind. Huwag kayong mag… Do not ever think that you monopolize evil. Marami tayo sa mundong ito. T*** i** ninyo. Talagang magpatayan... Ako evil rin. Ayaw ko man magpunta sa heaven. Ang gusto ko sa hell kasi doon kayong lahat. Doon tayo, t*** i** ninyo. [laughter]
Maraming salamat at mabuhay ang atletang Pilipino! [cheers and applause]
