Human Resources Question – Wal-Mart

It is suggested in the Wal-Mart case that a great deal of success for the organisation comes from being non-unionized (see comments on pages 5-6 that the distribution systems benefit from having a non-unionized in-house trucking fleet and page 9 where the authors state -Without cumbersome labour agreements, management could take advantage of technology to drive labour costs down and make operational changes quickly and efficiently.-). The case goes on to discuss aggressive external union tactics to undermine Wal-Mart expansion, presumably focusing on how Wal-Mart approaches and treats its staff.

You have been hired as a human resources (HR) consultant to craft and recommend an internal policy directive or HR strategy that directly addresses this threat. As part of this statement, be sure to state why you believe this direction is important to take, how it fits in with any overall company strategies, and how it addresses the matter of Wal-Mart being accused of union busting in past situations.
